This Request for Proposal (RFP) seeks Engineering Consulting Services from qualified engineering consultants (“The Proponent”) to support critical expansions and upgrades to Lakeshore’s sanitary servicing system in accordance with the recommendations of the 2024 Water and Wastewater Master Plan (WWMP), completed by Jacobs and approved by Council in January 2025. The construction for this Project shall be completed in advance or in conjunction with the County Road 22 (CR22) Road Reconstruction project currently in the design stages for the County of Essex. Coordination by the Proponent with the County of Essex and the Municipality for the final design of this project in conjunction with the CR22 Road Reconstruction project is imperative for an efficient and effective design solution.
The proposed works to be completed by the Proponent shall be to provide all necessary consulting, engineering and the project management services thereof, as is required to complete this assignment including project planning & investigations, design, approvals, tendering, construction administration, construction observation, commissioning, and closeout for a new major sanitary trunk sewer conveyance system and associated pump station upgrades and/or new pump stations.
The Project has received Provincial and Federal funding approval, including under the Canada Housing Infrastructure Fund (CHIF) and the Housing-Enabling Water Systems Fund (HEWSF), and shall be delivered in accordance with the associated funding agreements, conditions, and reporting requirements. Failure to meet the specified timelines may jeopardize funding eligibility; therefore, adherence to the project schedule and requirements are a critical obligation of this Project.
